Local Refinery Expanding

By ETHAN ERICKSON, Staff writer, Courier & Press
Hundreds of oil pumps in the fields of Southwestern Indiana, southeastern Illinois and western Kentucky have reason to continue pumping.

Countrymark Co-op, a major buyer of Illinois basin oil, broke ground Thursday on a new complex that will keep the Mt. Vernon refinery in operation with new environmental regulations looming. Countrymark's $40 million investment will build a "Distillate Hydrotreater," which will drastically reduce the sulfur content in diesel fuel produced at the facility.

The Environmental Protection Agency requires lower-sulfur diesel fuels be used by all on-road vehicles by June 2006. Currently, diesel fuels can carry up to 500 parts per million sulfur. The new requirement allows for a maximum of 15 parts per million.

Gov. Joe Kernan, representatives from Countrymark and others gathered in a pavilion on the refinery grounds to celebrate the event.

"It's a big day for Indiana," Countrymark CEO Charlie Smith said.

"It ensures the viability of a major purchaser of Illinois basin crude well into the next decade," Smith said. "That provides natural benefits to land owners and oil producers in the Illinois basin. I believe it will help keep fuel prices down.

"Keeping another refinery in business will help stem that price increase." Kernan, speaking to the media, lauded Countrymark for its forward-thinking approach. "This is an example of how you can do things that are environmentally friendly but at the same time build additional jobs," Kernan said.

"It's a national security issue, as well. They have their product all made with products that come from this area. They're not reliant on foreign oil or on foreign sources of fuel."

The project was required for Countrymark to stay in business, Smith said, adding that it ensures the company will continue to dole out the $17 million in wages and benefits it currently provides to area workers.
